The services offered by Colorado Code Publishing Company are responsive to the needs of all cities and towns. Regardless of the size of the municipality, the publishing of a municipal code is an activity requiring the care and thoughtfulness which are demonstrated in the work provided. Codification

Codification is the organizing and publishing of legislative ordinances of general and lasting application into a system of chapters and articles with similar topics and subjects grouped together in logical sequence. Codification includes the publication of a Master Table of Contents, Chapter Tables of Contents, Code Comparison Table, Disposition of Ordinances Table, Table of Up-to-Date Pages and comprehensive Index. During codification, all of the contents are reviewed for content and consistency. The code adoption steps are provided, including the provision of a draft adopting ordinance for use by the municipality.

Recodification

Recodification is similar to codification of an original code, except that an existing code and any recent ordinances are used for the code base rather than only the original ordinances. A recodification is published in the same manner as a codification and includes the reorganization of the work, new tables, index and additional legislative material if needed or desired. The municipality receives assistance in the adoption process as described above.

Republication

Republication is the publishing of an existing code in the same paragraph style, outline and organizational system as it exists. The contents may be checked and verified against original ordinances, section titles are reviewed, the tables are completed and the index is reconstructed. The complete work is printed and published in a full-page two-column format.

Reformatting

Reformatting is the publishing of an existing code into a new layout and format, including updated tables and index. The contents remain essentially the same; however, unlike the republication process, the review of the contents is limited.

Supplementation

Colorado Code Publishing Company offers supplementation services for all existing municipal codes. Formats from other municipal codes can be matched. Colorado Code Publishing believes that its code supplementation service is superior to others in the following respects:

The printed code supplements match the existing code service in type style, format, paper quality and color.
Regular code supplementation service is offered with a thirty-day to forty-five-day completion time, depending on the size of the code.
The cost of supplementation service is established at a reasonable rate, depending upon the number of supplements provided.
All of the work is accomplished in a PC format on currently available software, and the supplements and Code updates are provided upon request to a municipality in on either a disk or CD. This service will enable the municipality to build a data base at a very modest cost, compared to other code services.
All municipal codes may be converted from paper to a PC data base for a reasonable price based upon a cost estimate of the work to be completed.

PC-Based Publishing

Upon request, the revised code on a floppy disk or CD-ROM is available to the municipality for reference. Codes are offered in popular word processing software. After each update, the floppy disk or CD is mailed to the municipality at a nominal cost, for its use as desired.

Internet Service

Colorado Code Publishing offers Internet service for any municipal code and will host the municipal code at its Internet site. The format will be a .pdf file with a full-page, single-column layout and flowing text. Word searches are accomplished by using a search engine for the entire code for words and phrases. This search will identify matches within the various chapters of the code. The identified chapter may then be searched in Adobe Reader. The table of contents for each chapter is also available. A link to Adobe Reader is available for downloading prior to opening a code online.

Interim Supplementation

Interim supplementation for the on-line version of a municipal code will maintain the Internet code in its updated form. When an electronic version of an ordinance is provided, the ordinance will be updated on line and highlighted. Any changes to the tables or index will not be made until the regular supplementation described above has been accomplished, at which time the entire supplement will be merged into the online version of the Code. It is noted that the code as supplemented on line is not the official version of the Code and the printed and published version maintained by the Municipal Clerk is the version to rely upon. This interim supplementation service will be accomplished within two weeks of receipt of the original ordinance.

Specialized Municipal Publishing

A city or town often publishes individual chapters, ordinances, rules, regulations or other directives for general dissemination or distribution. Colorado Code Publishing is familiar with the language, terminology and organizational contents of municipal publications. Any building code, development code, land use code, police-related volume or other municipal publications may be published in the same concise and accurate manner as that available for the publication of any municipal code.

Additional Services

Formatting Options. The format of a code can be customized according to needs. It may be printed in a one-column or two-column style, with either one-sided or two-sided pages. Generally, the two-column two-sided format is used to reduce the volume of larger books, but a smaller town or city may prefer the single-side format to give substance to the finished book.
Loose Leaf Binders. Colorado Code Publishing has a three-ring custom binder with a simulated leather outer cover and the municipality's name printed on the spine and front cover. The binder's thickness will be determined by the number of pages to be contained in the code. The finished code books will be delivered complete with binders and tabs.
Reprints. Specific chapters from the code may be organized and printed separately, with a separate table of contents and index added if desired. They may be bound in a selected cover or binder, or reduced in size and placed in binders that allow for future updates.
Distribution Services. Completed work will be mailed to the municipal clerk. Supplements may also be distributed directly to subscribers outside of the municipal government for an additional charge.
Prompt Response Time. Correspondence will be acknowledged and/or answered promptly. Supplementations will normally be completed within thirty days. Completion dates for codification or recodification normally will not exceed ninety days for each phase between first draft, second draft and final publication for adoption.
Personal Conferences. Prior to entering into a contract for services, a personal conference may be arranged to review the work to be performed and to discuss the cost of such services. Meeting times may be arranged throughout the year when convenient for the municipality.
Paper Quality and Color. A high-quality, recycled paper in a cream or ivory color is most suitable. Such paper generally reduces eye strain for the user.
